
European Maritime Safety Agency EMSA:
"All
EU Coastal states are obliged to inspect at least 25 % of all
foreign ships calling to their ports. The purpose of the inspections
is to verify compliance with the international standards on ships
safety, prevention of pollution and living and working conditions
onboard. If a substantial number of deficiencies is found, the ship
will be detained until the necessary repairs have been carried out."

Although the ISM Code requirements have applied to all ships since July 2002, a number of ships are still being delayed by ISM breaches.An integral part of the Company's Safety Management System is the requirement for internal audits to be performed at regular intervals. An internal audit is also required to be carried out in the three months of operation before ISM Certification can be obtained. The internal audit is an essential check that the system is in place and working. It is also an opportunity to identify parts of the Safety Management System that are in need of upgrading or change.
This is a drain on the resources of many Owners and Managers, in terms of time and manpower.
Seaicon Surveys can offer an internal audit service in order to free up vital resources. A check of the office based and shipboard system is carried out, and any deficiencies noted will be identified in a Non Conformance Report, (NCR) together with recommendations for corrective action to be taken.
Although an NCR is an indication of a failing within the system, it is in itself proof that the system is in place, and verified to be operating. Our information is such that the US Coast Guard, when examining ISM documentation, will see an NCR as proof of system operation.
